Player 1 begins a battle with his purple King and has ToD out. Player 2 has GIC up and goes out with a weapon class EC. Does player 1 get to play first, or player 2 get to capture first?

I'm about 98% sure that TToD would come before GiC. The reason is that TToD is triggered by an action (the block), whereas GiC is conditional upon a state of the game (a WC EC is blocking).
