Is the increase from GT permanent? (At least until discarded/reset.)

Yes, since it is an instantaneous increase. Ongoing increses, typically designated by a “*” or “x” on the card, last until the end of the current phase. All other increases/decreases are permanent.

If an increase or decrease doesn't define how long the Increase/decrease stays, it is permenent until it is taken out of play or set-aside.

It has no end time stated, and therefore it is permanent.

Unless its on an artifact, in which case it only lasts as long as its active.

No, the difference is whether it's ongoing or not. Whether it's an artifact has nothing to do with it.
