I am still confused as to how these cards work.
Is Strengthening Angels increase ability permanent?

Default Conditions
Ongoing increase or decrease abilities last until the end of the current phase.
Gains from instantaneous increase or decrease abilities are permanent.
Targets must be in play.
Based on this, I would say that Gib Trick's Play As is still an artifact from the old REG (as it would be an errata otherwise) and that the gain should be permanent.

The gain is permanent. Sidenote: Bab soldiers has a permanent gain, i.e. they don't have any init if you capture stuff.

That was intentional. We didn't want a guy with that nice of an ability to be able to retain initiative too easily...

so gib trick is a permanent increase?

Yes, it will be. That's a side effect of cleaning up that section of the REG. It's my understanding that the new ruling will go into effect after Nats but you might want to double check at Nats if you're playing with/against it.

If the ability doesn't give a specified time, the gain (or decrease) is permanent.

Yes, but before you get overexcited about PWD, it only applies to instant abilities, not ongoing ones.
