Is King Herod an Evil King of Judah?

I'm assuming you mean Herod the Great?  There is no King Herod card.  Also, I would not consider him a King of Judah.  He did rule in Jerusalem, but Judah was not a nation any more.  Jerusalem was destroyed by the Babylonians at the end of the reign of King Zedekiah.  That is the end of the reign of kings and queens of Judah, both for historical sake and the game of Redemption.

I would say that technically, after the return from exile, "Jewish King" would be the most appropriate description.

Kirk's right; Judah had ceased to be a nation by the time of Herod. Further, I'm fairly certain Herod was not a Jew.

He was at least partially Jew. I want to say half, but I can't recall exactly.
