Are the new 4so4 able to have more than 1 per 50 cards like legion or do they follow the normal one per 50 for T1.

They do not have an identifier that enables you to ignore normal deck-building rules, and as they are considered duplicates (same art), you cannot include more copies than normal rules allow.

So the banding is really only useful if your opponent has one, you have a 100 card deck in T1, or you play T2. Would have been nice to at least let you have 2 per 50.

Right, except they are still limited to 1/50 is the issue he was raising.
However, you still have the gray Four Squads of Four (http://redemption.wikia.com/wiki/Four_Squads_of_Four_(Ap)) in the same deck as the gold.

You might also band to your opponent's Four Squads, your teammate's Four Squads or use up to 4 in T2.

Yes that was the point. If he could band to a Herod or even Herod's Sentry that would make the band more useable in T1

Most cards are designed with T1 in mind. Sometimes we design cards for T2. Four Squads is an example of the later.
We also design cards with interesting multiplayer application in mind. Today's preview card, Bernice (http://landofredemption.com/?p=1527), is an example of one of those.
