Is Fishing Boat or Judge's Seat considered a Set Aside area?

Unless it says in the indentifier that it plays to set-aside (such as Noah's Ark), then a fortress remains in-play in the player's territory. Fishing Boat and Judge's Seat don't play to set-aside.

Actually Fishing Boat is played to set-aside when its played unless its negated because the first part of its ability says to put it in set aside.

Fishing Boat set's itself aside when it enters play, Seat does not. If your question is are cards in a set aside fortress also considered in set aside area, yes they are.

Ah yes. I missed that in the text. Thanks Drrek. So to amend my original response, forts are not set aside unless it says in the special ability/text or identifier.
