Title: Fish Boat Timing

If my opponent puts 9 of his disciples in FB at the beginning of turn and leaves his last two for his rescue attempt. He comes at me and I block with any random EC and drop Grapes. Can they then remove a Hero from FB to make a new rescue attempt with?

To expand on that wonderfully descriptive analysis from my loquacious brother:

By default, you may only move characters in-and-out of fortresses during your prep phase.  At no other time can you do it, unless the fortress specifically says so.  Fishing Boat has no clause, so you can only put Disciples there or take them out during your prep phase.
