 Magicians' Staves/Magicians' Snakes  artifact , evil character (Gold and crimson brigades)

Identifiers begins as an artifact"

According to the type 2 deck building rules can you have only 2 copies of it in a type 2 deck??

If so would it be because it has 2 brigades and it is an evil card for deck building purposes??

Because it begins as an Artifact, it is an Artifact at face value (and therefore neutral) and you can have 3 copies in a T2 deck. Similar to how Saul/Paul is gray at face value, so you can have 4 copies in T2.
