Reading the REG it says the active player has dominant initiative and then is passed between both players until all dominants are played. If after that I play a character in my territory and then play and enhancement on them does my opponent get dominant initiative in between me playing the hero and the enhancement that I played?
I know it's different during battle phase because you have dominant initiative after every special ability is completed. But is that the same during preparation phase?

With the way it's written in the REG with the "after any special ability" portion distinctly only being a part of the battle phase paragraph, I could have to say it only applies during that phase. Personally I think should apply the same to all phases.

One more question if someone plays Falling Away and converts your hero to an evil character could you play Love and convert them back to Hero? The only reason I ask is because Fallen away has a specific duration.
Falling Away: underdeck an angel or convert a human hero to an evil character in any Brigade until the end of the turn.
Love: heal and convert your character to a hero of any Brigade place on that hero: wall this hero is in battle protect characters not in battle from special abilities on evil cards, except Bandung.

Yes you can use Love to convert it back.
