Asking about a game rule.
In preparation phase can I discard cards from my hand to drop my hand size or can I only discard a card during discard phase?

No. You can only discard from hand (apart from a special ability) in your discard phase.

I'm sure if you look at the description of what you can do in the prep phase it wont say you can discard

The rulebooks (10th anniv and 4th ed.) state that you discard cards from hand during your discard phase. Consequently, if you discard a card from hand (apart from a special ability) then you have begun your discard phase.

Why?
Well, I see the action of discarding in a similar way as drawing. It is moving resources from one zone to another. These types of transfer should be reserved for abilities or other limiting factor.
In a game that doesnt require much of a payment, I would think it would be even more restrictive to when moving the only resource the game has (cards in hand) to another zone without a mechanic doing it.
But it's not really that big of a deal (until a card/combo breaks it).

Why?
To make it harder to intentionally discard specific cards and thus open up design space for cards that benefit from being discarded.
