Is The Throne of David considered a Temple (for Desecrate the Temple)?
And can Desecrate the Temple discard face-down artifacts?

No, his throne would've been in the castle... the temple wasn't built yet.
And can Desecrate the Temple discard face-down artifacts?
I'm about 80% sure it can. This ruling got so messy I stopped reading, but I think it was leaning towards it being able to target face down artifacts.

The short answer is that Desecrate the Temple only targets active Artifacts. The good news is that makes the card more powerful by increasing your chances of nabbing their SoG from the deck.
The long answer that can be drawn from that thread is that default targets are in play. Face down cards, including cards face down in the Artifact pile, are out of play. Desecrate the Temple would have to specify "Artifact pile" (like Uzzah) instead of Artifact in an opponent's territory for it to discard from the Artifact pile.
