If I taunt with Shimei and am able to play Zelophehad's Sin, can I remove a Hero without discarding any Evil Characters?

Yes, as long as they "block" your taunt. The EC discard isn't a cost, and there are no blocking ECs, so you do as much as you can, which is banish a Hero in battle.
