Title: Decreasing Captured Characters

Is a captured character a character? Can one be decreased by Gates of Samaria?

I'm thinking no, as the only remote precedence is Leper Colony from Apostles, but wanted further comfirmation.

Gates of Samaria - "Protect evil Kings of Israel in your territory from opponents. When you play a Samaria Site, increase your evil King of Israel 6/6 to decrease a character 6/6."

"Captured characters" are not characters.  Don't treat them as such.
Also, road apples are not apples, cow pies are not pies, and peanuts are not nuts (botanically, anyway).
