Player A, who has drawn 3 cards, rescues with Andrew (3/3 SA not important here). Player B blocks with King Abijam (If blocking, decrease a Hero x/x, with x=cards drawn by opponent)and selects Andrew for the decrease. Player A uses HT to instead the discard by game rule due to the decrease. Does Andrew now stay in battle as a 0/0 hero?

You can't instead the discard due to game rule.

If your N.T. human is discarded by a special ability used by an opponent, you may discard a card of matching brigade from hand and the top X cards of your deck instead. Put Lost Souls in play instead.
Your character was not discarded by a special ability, it was reduced by a special ability and discarded by game rule. You cannot instead it with HT.
