Can you interrupt a decrease ability in battle? You could prevent it right?

You can interrupt any ability that is not CBI or CBP. I assume you mean with an interrupt the battle ability though. If it is an ongoing decrease, if one of your characters in battle is being discarded by the decrease or the decrease was the last card played in battle, an interrupt the battle ability will interrupt it.

Any instant decrease (which is permanent) that COMPLETED in a prior phase cannot be interrupted (as with all instant abilities).

Any ongoing decrease can be interrupted in each phase that it is in effect.

As noted by kram, if the decrease would grant Special Initiative, you can also interrupt it at that moment (pausing the game as per SI).
