Does he negate the second sentence of the Scroll of Isaiah artifact? It is an Acts artifact but it's also Isaiah reference as well.

I would say most likely, because he negates Acts Artifacts by the wording. (He doesn't negate Acts Characters, but it doesn't mention anything of Acts Artifacts.)
