Title: Color Guard Soul?

Color Guard Soul (Priests; Jeremiah 13:10)

"While this card is in a single-color site, evil characters in holder's territory are immune to that brigade color."

Question: Does the immunity only work for EC's that are in holder's territory, or does the immunity extend to when the EC's are put into battle (during a block)?

I've used it with a green site to keep my defense out when I plan A New Beginning (Pa).
