If I have a character who enters battle and can withdraw himself from Battle but has a weapon equipped to him does the weapon get to activate before he withdrawals from Battle?

characters ability completed before weapon activate, but the weapon still entered battle, so I believe the character withdraws then the weapon activates, at least that's how its been ruled in the past with spy+warriors spear

So basically your saying that the withdraw happens and a weapon class enhancement gets to activate even though it’s hero it’s activated on is no longer in battle? Two things. That basically makes warriors spear a territory enhancement cause really it’s activated once spy is back in territory. And two as far as activation rules go once he chooses to withdraw and all of spy is read and completed there the weapon didn’t get a chance to activate. I don’t get this at all.

I agree it is curious that Spy is withdrawn and weapons come after in the order of abilities. Warriors Spear may be considered a pending ability due to entering battle?

Spy definitely withdraws before spear activates but I personally would rule that spear still entered battle and that its ability would still activate. I can understand someone ruling that it doesn't though. Would be nice to hear an official word.

I can tell you that Spy + Warriors Spear has had Elder approval and has worked for years. The logic was as Kevin mentioned - it entered battle and wasn't negated, so it works.
This will be relevant this year because of Jehu as well, although Jehu's exchange actually happens after the weapon, so Jehu + weapon will be more intuitive. (The weapon will be in battle when it activates)

Whenever a character (or group of characters) are played in battle:
1. Verify the rescuing/taunting/attacking/blocking/defending status of the characters in battle and the players involved in the battle.
2. Activate all abilities in the order written on the card EXCEPT those with effects that add a character to a battle.
3. Activate all gained abilities in the order gained EXCEPT those with effects that add a character to a battle.
4. Activate all abilities on any equipped weapons EXCEPT those with effects that add a character to a battle.
5. Activate all abilities with effects that add a character to the same side of battle. This includes steps 1-5 for all new characters added to battle, in the order added.
6. Verify the begins a battle/blocked status of the characters that are/were in battle and the players involved in the battle.
7. Activate all abilities with effects that add a character to the opposite side of battle. This includes steps 1-7 for all new characters added to battle, in the order added.
8. Activate all abilities with side battle effects. This includes steps 1-8 for all new characters added to a battle, in the order added.
9. Activate all pending abilities with triggered effects, following the order provided in the definition of triggered effect abilities.

Abilities that add a character to battle happen later than most abilities.
