Title: CANNOT HARM A CHARACTER

IF OPPONENT PLAYS A HERO CARD THAT STATES "PROTECT HERO FROM HARM" CAN I PLAY AN ENHANCEMENT THAT ENABLES ME TO DISCARD CARDS FROM OPPONENTS HAND OR DECK? BECAUSE I'M THINKING THAT THIS WOULD'NT BE HARMING THAT HERO

That's correct.  This also applies to things like immune and ignore, you cannot affect the protected characters but you can still target other things.
