Title: Can Chamber of Angels or Name of the Lord suffer the effects of IOJ and DS

Chamber of Angels and Name of the Lord both say that they are "set aside", which I take it to mean "out of play".

If you play Image of Jealousy of Destructive Sin on heroes under the control of that fortresses' owner, can the effects of those fortresses be affected/negated by these two evil enhancements?

IoJ wouldn't do anything to Negate them even if they were in play if you placed it on their Hero.

DS doesn't say anything about targeting cards in set-aside, so that doesn't affect them.

Currently there is no way to target set-aside Fortresses, unless Prince of the Air got play-as.

So Roman's destroy Jerusalem doesn't take out Chamber?

prince of the air did get play as, check the errata/play as stickie thread.

and no, rdj does nothing to chamber, name of the lord, tartaros, gates of hell, etc.
