Says there is either an Errata or Play-As:

(As seen on the card): Opponent may not draw cards or make a rescue attempt next turn.

Errata/Play As: Opponent is prevented from drawing cards net and from making a rescue attempt next turn.

I'm fairly certain it has been ruled as a restrict.

The play as would be:

Restrict opponent from drawing cards or making a rescue attempt during opponent's next turn.
