Title: Battle challenge

I'm just curious if I take my hero for a battle challenge and my opponent denies the battle challenge do I get to use the Heroes special ability on the card?

This is from the REG

● If you decline any kind of battle challenge, you lose the battle challenge.

Does it happen when the hero enters the battle or does it happen after the person doesn't accept the battle challenge or does there special ability happen at all?

Yes, the special ability happens when the Hero enters battle. Sometimes a battle can start as a battle challenge and turn into a rescue attempt after the Hero's special ability completes (such as Heroes who search out a LS from opponent's deck).
