Hi there,
topic says it all: Does Babylon / The Harlot count as a site in DC pile (I would expect it)? If not - why? Due to its identifiers?
Identifiers: Begins as a Site. Human, Babylonian

Yes, it returns to its default Site identifier in discard pile (just like if it went back to the deck). So you can get it back with the Far Country lost soul and Well Reopened 8)

It's also worth noting that because it defaults as a site it is not targetable as an Evil Character in deck or discard pile.

Yes, that's correct

If any card "begins as a [type]" then it is that type at face value, which means it is only ever targetable as that type until it has been converted by whatever means indicated.
