Is a player allowed to deactivate their Artifact that was active from a previous turn (leaving no active Artifact), perform other prep phase actions (play characters and territory class enhancements) and then choose a new Artifact to activate for the current turn?
In the 10th Anniversary rule book on pages 10-11 it says:
Artifact Activation: Only one artifact in the artifact pile may be active at a time. Once per turn, you may select one artifact to be activated and flip it face up on your artifact pile. The face up artifact becomes active and cannot be changed until your next turn. To change the activated artifact, you select a new artifact and place it face up on the artifact pile and return the other artifact face down in the artifact pile. If you choose to have no artifacts activated, you may turn the top artifact face down.

There was a big discussion about this recently on the forum and I think most people felt like the technical rules dictate that when a person does the "artifact part" of their prep phase they must do all artifact deactivating/activating at the same time before doing other parts of their prep phase.
However, I personally don't mind letting my opponent's turn off an artifact and then do other prep phase stuff before turning on an artifact. The only exception to this would be if turning off the artifact would have changed something (ie. turning off LotS, playing evil doms, and then turning it back on - which we all know is illegal).

Why not just specify, then, that a player may deactivate their artifact that was activated last turn, then perform Prep Phase actions before activating a new artifact, as long as the new artifact has a different title than the previous artifact.

Gratuitous lobbying:
Allow me to once again exercise my 1st Amendment right to urge my elected appointed officials to consider the following rule change(s):
1. Abilities triggered during the upkeep phase get carried out in the upkeep phase.
2. Artifact activation becomes its own phase in between Upkeep and Prep (or is the required first step of Prep).

Can you give an example? (I'm sure you have in the past, but just for sake of new discussion).

This idea was discussed as a possibility amongst several elders at the T2 Only. I am hoping that discussion will continue here on the forum with other Elders who were not present.
