in my previous understanding, if an evil character is negated it stays negated until the end of battle phase. in the case of King Ben-Hadad I ( If block is successful, holder may look at opponents hand and place one card beneath opponents draw pile). so my question is if King Ben-Hadad I wins does his ability still activate, if he doesn't miraculously negate the hero who is negating him.

King Ben's ability tries to activate as soon as it enters battle but if it's be negated right then and there his ability will not activate ever, even if he were somehow able to negate the hero. Just because his ability is a delayed trigger, doesn't mean his ability activates at a different time then any other (except, of course, silly TC heroes...).
