Owner is the general rule because players generally control the cards they own, but do not own cards they band in.  Cards that exchange also swap (long-term) control, so the exchanged card returns to the controlling player's territory.

There are a few other ways to gain long-term control, but aside from Tartaros, most of them are very tricky to accomplish.
