Title says it all.
Should animals be considered flood survivors?

Which animals? It certainly can't be all animals since Coliseum Lion is a thing, not to mention Fire Foxes and The Serpent.

i might say any ot, generic, single brigade animal. so just leviathan and bear right now, but there will probably be more in the future.

As Kevinthedude said: Need to be checked individually IMHO:
E.g. if I consider Behemoth I doubt he can be counted as flood survivor - whereas Devouring Birds might be.

I think animals being Flood Survivors is on par with every post-Flood human being a Flood Survivor - some of your descendants survived the flood.
The argument could only be made in favor of animals specifically on Noah's Ark, and that's if the "Flood Survivor" identifier doesn't specify humans only.

Flood Survivor
Flood survivors are people who survived the great flood in Genesis 7. Several Redemption®
cards specifically reference flood survivors.
The following cards refer to flood survivors:
● Faith Among Corruption (CW), Ham (CW), Japheth (CW), Noah (CW), Noah’s Ark
(P), Noah’s Wife (CW), Shem (CW), The Dove (CW), and The Flood (CW)
The following Redemption® cards are considered flood survivors:
● Ham (CW), Japheth (CW), Noah (CW), Noah’s Ark (P), Noah’s Wife (CW), and Shem
(CW)
Here's the REG entry--based on the definition we decided upon, animals would not be considered flood survivors.
That being said, the entry does need a few corrections:
"The Dove (CW)" should be "The Dove Returns (CW)"
Noah's Ark itself is not a flood survivor (I mean it is, but it's not a human)
Noah (Pats) should be listed as a flood survivor
Noah's Son (Pats) should be listed as a flood survivor

The bear mentioned in the reference for Bear is from David's era so it doesn't make much sense to me for it to be a flood survivor. There were a lot more generic bears that died in the flood than survived it. I don't think it makes sense for non-unique characters to count as flood survivors.
Edit: And as Guardian mentioned the definition specifies people.

Waitwaitwait, you mean that the ark hasn't been a flood survivor this whole time? I thought that was thrown in there as a "haha, aren't we clever ;) ;) ;) ;) ;) ;) ;)" type of joke, but it was actually just an error? I actually really liked that...
