Say i play words of encouragement: "you may itb, draw 3 and play next enhancement.", does the may apply to all of them so then i could itb and just play the next enhancement or any combination of those?

Yes. You MAY ItB, MAY draw 3, MAY Play Next.

so you can do any combo of the three but they have to be in that order? just wanted to double check xp

Yes. You can draw three and play next without interrupting the battle, or you can itb and play next without drawing three, but you can't play next then draw three, etc.
