My confusion was, I thought that the "custom cards" were referring to cards that were NOT actually printed by Cactus. So, if I understand you, both player-printed Redemption cards and Cactus-printed Redemption cards with altercations (minus signatures) are considered to be "custom" for terms of tournament play?

Correct.

Signed cards are okay, and usually when I'm playing booster draft I use a set of generic Lost Souls with my name on them so they don't get mixed up in a multi-player booster.

However, if I take a marker and change the appearance of a Cactus-printed card, that would not be allowed to be used in a tournament game.
