Cards for tournaments

I am in Iowa and I signed up for an online tournament. I need some cards for a deck I have been building. I was wondering if proxies are allowed for your tournaments since we haven’t gotten all of our boxes.

The Guardian:
For the online tournament you must have all the physical cards for your deck.
