Title: Several Questions

1.) Herod's Treachery, does it work if the Herod isn't in battle to force a withdraw?

2.) Opponent has Humble lost soul.  I make a RA w/ Moses (CoW), he defends with an EC he has initiative with and plays dream, this causes him to have more cards in hand than me.  Is Dream drawing than negated?  If not, does he get to play the next enhancement?

1. Yes.

2. Cards are CBP when played, or not at all, and that doesn't change. So Dream would not be negated.

To add to #2, remember also that Dream interrupts Moses' ability, so even if you have more cards than your opponent Moses would not prevent the next enhancement you play.
