Title: Places to ploay an artifact?

I think the name of the card is Profane Daughters.  It's a 3-color brigade Evil Character, and reads "you may take an O.T. artifact from Reserve (or activate it here if it can be activated on this card..."   I know that temples and some sites allow you to place artifacts on/in them, but what game options make it possible to put an artifact on a character and make it so it "can be activated on (this) card"?

There is an Artifact called Magic Charms that has the identifier "May be activated on your Magician", so it could be activated on Profane Daughters. Some other Artifacts have similar identifiers for other characters/identifiers.
