Am I just not understanding his SA or is something missing from the SA? The first sentence of his SA appears to be an incomplete sentence.
"Discard abilities on evil cards are regardless of protect abilities."
Discard abilities on evil cards are what? regardless of protect abilities.
Am I missing something here? Thanks for your input to help me understand this.

It means that evil cards that have a special ability with "discard" can discard something that is protected from discard.
Here's how I read that card:
"Discard" abilities on evil cards gain: "regardless of 'Protectect' abilities."

In the past, that ability would probably have been written as "Evil discard abilities gain regardless of protection" but we wanted to move away from that terminology because "gain" is an actual special ability and "regardless of protection" is a modifier.

I use "gain" because many other games I play use that when one mechanic is adding another mechanic to an item (in this case cards).
My rewording was not to give a "Redemption jargon" but a "normal reading."
I'm not sure what "redemption jargon" you want to use here, but "are" is most definitely less clear. This was awful explaining cards worded like this during the Alive festival (especially given the fact that most played MtG, Yugio, or Pokemon). I gave my personal email if anyone had questions. I have had three dealing specifically with cards like this. When I tell them read "gain" for "are" it clicks for them.

So, for instance, Protection of Angels is played during Mutual Destruction battle on, say, Paladin, the Fighter for protection. Lamech has initiative and plays The Rabsaris Attacks to discard Paladin. (Opponent chooses not to discard top card of deck instead) Regardless of the protection Paladin has, he can now be targeted for discard?

That is correct.
It also works even if the protection is "cannot be negated."

A former (or on hiatus) player has already made a wise suggestion that some elders are already aware of (Justin pls. kindly note this for the next set meeting). I support the change from the wording "are" to "happen". I feel the change makes more friendly for the sentence to read.

Perhaps an even better word is target, since that's already Redemption verbiage and it accurately describes what the modifier is allowing

Yeah, I was thinking to myself, what word was left off this SA? I understand how to read what we are saying in Redemption jargon now, but I believe it can be made clearer with something like the above suggestion. My thought is how many people play that aren't connected to the resource of the Forums and are thinking what I was thinking... Discard abilities on evil cards are... are what?!?!? lol

This is grammatically and syntactically a great suggestion. To those making cards: please note that the quotation marks are very helpful and required for clear communication.
