Is there any real reason decreased characters are not considered healable?
I think it's intuitive based on nearly every other game that if a character is missing hp they can be healed to full hp. I suggest we apply this to Heal in the REG under Healable
"A character is “healable” if it is being discarded, is poisoned, is diseased, is decreased or is paralyzed. If no other
requirement is specified, targets must be “healable”."

Yeah but you can't heal a character which is only decreased with the current wording of the reg

You can heal from a decrease by a poison or disease but not a decrease by toss. That is intentional.
