Title: Card question: Herod Philip II (Di)

If I understand this, and it's very likely I don't, this card allows one to draw X cards (with a 3 limit) where X is the number of cards in my deck (or opponent's deck-I don't have it in front of me).  Is that a misprint, or for players who are really good and think way ahead, when the card decks are getting thin?

Identifier: X = # of cards in opponent's deck
Ability: If another Herod is in play, return a Hero with strength greater than X to territory. You may place this card beneath deck to add a Herod to battle.

This Herod has nothing to do with draw, and I don't think any of them do. He allows you to withdraw a Hero that has greater strength the # of cards in opponent's deck, which admitted isn't useful most of the game. But it could be strong at the end of the game.
