Nobody but some play tester and maybe some tournament host have all the new set i believe.
At NATs they only let us buy two tins.
To buy all the cards online individually It would cost you 150, in addition I believe you would have to wait three weeks for more of the cards to cross the ocean.
Even then if somebody would want a Goliath and has a whole new set they would just sell there set, buy a Goliath online, and have some money left over. Please look at My or the Guardians(preferably my) trade threads. if you want to get some good stuff for you big G

You are right that you'll have to wait a few weeks for them to be available. However, after that point, a trade of a complete set for a Goliath ($40) is actually pretty even. It just depends on which someone wants more.
