Delegates has a ton of utility: Protection from AotL and low numbers means he get off any number of decent enhancements against almost any hero, and soul generation is always welcome. Yet, it pales in comparison to a CBN Stone of Thebez that can potentially be played upon blocking in a straight Canaanite defense (which is what Delegates is probably going to be found in). I just like Woman of Thebez more overall, especially since she has great synergy with Wives, who is the most splashable EC in the game.
