Come on, Michael is amazing, especially with Angel's sword.  I'd say he definitely beats TSA.

Angels don't have a lot of CBN so Michael is a must for silver TSA is useful unless up against CBN or CBP in which case your out of luck.

Michael requires you to play silver enhancements. Therefore, TSA is better.

TSA.  NT rescue, can be added unnegatable to TGT, gathered can band to a whole bunch of people.  I like mike, but he needs angels sword and some interrupts to be effective, TSA scares people just sitting in territory.

Michael is barely better in a straight Angel deck.  But TSA is almost as good in that deck and is much better as a splash in just about any other deck :)
