Considering the promo Goliath isn't legal yet, should he be allowed in?  Or is it that anyone who tried to approach him with this information was forced to beat a hasty retreat?

I decided that since by the end of this, the first few Goliaths will soon become legal, then I might as well allow him in.

I say that enough about Goliath is known to make an educated decision about how good he will be.
