Hello
I if I have covenant with Levi activated can I use the special ability to take evil cards from my discard pile and put it beneath my deck?

Covenant with Levi
Type: Covenant • Brigade: Teal • Special Ability: Your Priests have access to all sites. If your Priest rescues a Lost Soul frome a Site, you may place an Evil Character or emhancement beneath owner's draw pile.

No. You can only target cards in play, unless the ability says otherwise (which this one does not).
