When can tournaments for next season i.e. Local tournaments begin?

Like can tournaments start being held by August 11, 2014? or is there a date when they can start by?  I have players asking me to start doing locals for next season soon.

Any Open event can be held six (6) weeks after the application is submitted.  If you wanted to host a tournament Aug 11th then at this point it would be a local (Closed) event.  You would submit the application and the results after the event.  It's too late to submit and receive the materials before the event.

I understand, that being the case, if it were a closed event, would dragon raid be an acceptable winners promo card?  It may not be for another week or two after 11th, but it will be a closed event since I'm juggling multiple people's schedules.
