Title: Tournament Finishes

If the max a person can win is say "2 wins", then my question is does finishing runner up or 2nd place meet that standard? So if a person finishes 2nd twice does that mean they can't qualify for any more tournaments in that category the rest of the season?

There is a max that counts for official points, but there is no limit to how many tournaments you can go to.
Also, I believe they can get better scores after they have 2 official points in tournaments.
Is that what you are asking?

Ooooooooh, RNRS. Got it.

For district RNRS points, you are only allowed to place twice (for the points), and they take the best two of yours. So, if I had five second places, and finally got a first, I'd have one first and one second. If I got another first, then I'd have two firsts (10 points each).
