Double check on booster draft

Just want to verify this: When running a booster draft event, the selection of what is available is up to the host. My specific issue is running a RoA booster draft with the tins. Given the spread of brigades in most booster events, I think the TGT tin might be overpowered in a booster event. Unlike the old random pulls (yes, I pulled a NJ in a Sealed Deck at a regional once in the old days), the selection in the tin is not random, adn you are guaranteed to get two heroes who work with the fortress. Can I simply not provide Tin 19 in a booster draft event?

I always assumed yes, because I usually leave out the Luke tin from RoA when I run booster drafts.

This is correct. Similarly, if a host only has a bunch of Tin 1 and nothing else, everyone would have no choice but to use Tin 1 (imagine the banding stealing in that game). The tournament can only proceed with what is available.

Preferably, hosts will have a good mixture, but that is not a requirement.
