I am planning on doing a byzantine empire (christian Rome in the middle ages) redemption set and was wondering if i should make the emperors good or evil.  Here are some ideas I have.

Generally, things like this go in the "new card ideas" subforum.  It'd also be helpful for you to list arguments for good and evil.

It probably depends on the emperor. I'm terrible at history and can barely locate the great country of Europe on a map, but it seems like guys like Constantine should be heroes.

You are getting on some shaky theological ground regarding that era of the Church in regards to this marking the beginning of the Church's marriage to the world. I wouldn't consider any of the leaders of that time heroes. Study the seven letters to the seven Churches and how they relate to Church history.

By the way, who would I put for heroes then? The Bishops, Belarus, the soldiers...

I would put any one that did good stuff as heros

Constantine gets all the bad rap for what his successor did. Constantine would definitely be a Hero. It's not until Julian the Apostate that you get to EC's, and not until Theodosius that you get into sketchy theological waters.

Justinian had to put down a revolt of his own people in Constantinople in a particularly bloody and punitive manner.  Can you imagine King David destroying the people of Jerusalem in this manner?

Not saying this disqualifies him, it is just that by that time the Church and the State had already been well infused together which made for very fertile ground for corruption and abuse.  When you have spiritual power over people as well as physical power over people it can make for a very tempting time.
