...could someone show up at the national Redemption tournament, check in a deck, pay the entry fee, receive the promo cards, and then ditch out before the tournament starts?

I don't have the time, resources, or ambition to actually go to the national tournament, so I thought about mailing a deck to someone who would enter it, receive the promos, and then mail them back to me.

So you're actually asking if someone else can do what you asked for you... That adds yet another layer of complexity. :p

The only "rule" I could find about giving out promos is this:
At the beginning of your tournament you will need to register all players.Have each player PRINT (clearly) his/her address on the enclosed address sheets. As each player does so, they are given a promotional Redemption card. Each player then needs to sign on the line under his/her address to verify that the promo card has been received. (PLEASE NOTE: for state, regional and national tournaments,participants will receive one of each card provided).

Here's how you do it:
Have a friend that is going convince their mom to help out with serving lunch/snacks and clean-up. Then, hope that Everytribe is going and has the ability to get extra promos to give to said mom for helping out to (supposedly) give to her kids for helping weed or clean up the house. Then, go to said friend's house and help weed/clean without being asked to and hope that she will give you the promos.
This is how our neighbor boy got them in 2005 when he was camping during the tournament here in Minnesota! :D

No. Here is how to do it...
Get hundreds of people to come with you. Make sure you randomly throw hundreds decks together (they don't have to be good, just legal). Have each person sign in and give you their promos; sell the promos for $50 a set. Give everyone who helped you $40. Now run before Bany beats you up for messing up the pairings. You just made $1000+. Repeat next year.

I was imagining something a little more intriguing:
Call a pay phone at a location within walking distance of the tournament. Ask whoever answers if they want to make an easy $20 (or more). Have them pick up a package that is being held for them at or nearby the tournament location that contains the deck, entry fee, SASE, instructions, and contact information. They use the materials to enter in the tournament and receive the promos, put them in the provided envelope, and drop them in the nearest mailbox. Then I send them their payment either via mail or PayPal.
