Title: Empty booster packets

Does anyone know if you can still send in empty booster packets for credit or anything at Cactus?

Yes. You get booster packs in return. Just no Foof or Roa

In summary, you can send in:
UPC's from UL to Priests

to receive (your choice):
One pack per 10 UPC's of UL to Priests.
