I've been looking for cheap card sleeves, but I can only find 100 for ~$6.50. Is there anywhere I could get them in bulk/somehow else?

Trade value $10 or $.10 per sleeve. Using TLG prices
Buy cards from RDT or some other person who currently is selling cards cheap. Buy cards that are on his trade list most likely at 75% off TLG giving 100 sleeves at $2.50. ;D

This offer should go be good for everyone.
Pretty much every gaming store has penny sleeves, but if you buy from New Beginning Games you'll be supporting Stephen, which is a good thing.
The problem with penny sleeves is that they don't hide a damaged back like regular sleeves. So depending on the state of your cards there may be a number of cards that you can play at tournaments in regular sleeves that would be disqualified in penny sleeves.

For the most part, yes. All penny sleeves that I have seen are clear, but not all clear sleeves are penny sleeves.
Penny sleeves are cheap very lightweight clear sleeves. They are mostly used for protecting collector cards (e.g., baseball cards) that don't get a whole lot of direct handling. I use them for my Dominion cards--because each card only gets played every sixth game or so, and everyone does quick overhand shuffles, which is pretty non damaging. I also use them for sleeving sealed and booster deck cards because the cards are are new and the sleeves are cheap.

Man, for Dominion cards I have a much stronger recommendation (http://www.boardsandbits.com/product_info.php?products_id=21438&osCsid=gk63n17o2echp2qh8o4lq3r0j3). Regular card sleeves of any quality just won't hack it.
And yes, penny sleeves are clear and somewhat flimsy. They'll do the job in a pinch but they won't mask any markings on card backs. I tend to promote their use in things like booster draft.
