I remember that there are some verses that talk about dead rising. Is it possible to make a zombie card? Or even a skeleton card?
Maybe this can be an example for its ability:
This card can only be placed when a evil character is destroyed.
Give it possibly good strength? Using a limiter ability, give it amazing strength.

Well, there are different accounts of people being raised back to life, as themselves (not as zombies or skeletons). If you're referring to Ezekiel and the Valley of Dry Bones (http://www.biblegateway.com/passage/?search=Ezekiel%2037&version=NIV), it was being used as an prophesy to show the return of Israel (see verse 11). Even in that story, they were given flesh, and were whole people, not zombies (or the lesson regarding Israel's future wouldn't make any sense, or would be counter to what God was saying).
I don't think there is any biblical or theological basis for using zombies or skeletons in Redemption, no.

But if you were at Nats this past summer, you would have seen Zombie cards...just not for Redemption. :)

But we can use this for a card that allows certain characters to come out of the discard pile, right?

There was the idea of created a Necromancer that could recur ECs but I don't think the ability or idea really got hammered out well enough to have it made.
