I'm guessing its from 1 Kings where the prophets of Baal on Mt. Carmel cut themselves trying to get Baal to light their sacrifices. But there were also verses in the law of Moses forbidding this practice, and even tattoos.

yeah, make it territory class and then I LOVE it. except no OT clause so I can get rid of their TGT characters and Disciples...

I don't see how it would do that. All the TGT heroes and most (if not all) of the disciples are higher than /3....
