Working on some card ideas and I came up with this fortress. I feel like it's accurate to the Biblical events, but I also feel like it's incredibly overpowered (even with the restricted removal condition). Any thoughts on balancing this?

That's 4 territory-destruction events of of a Fortress, plus a saving condition. However, that is interestingly-balanced by the lack of strength for Daniel heroes generally, and the fact that you cannot just use the angels to trigger this (once 1 angel goes there, allowing another to go there limits it to 4 uses period, since you could never clear it).
Very interesting. Gut reaction is OP, but I could see this working. Would like the wording to be that it shuffles itself into deck (that also shuffles the contents), meaning you have to draw it again to pull it off again.

I would make the contents protected from effect, then maybe combine it with Redoubter's idea of shuffling itself, that way you can't fill it with Daniel Angels (or something) then use cards like Darius's Decree to clear it out, then continue to fill it up.

Is there any way to balance it just in general? (Working on other Daniel support as well so don't want to rely on the weakness of current Daniel cards to balance this specific card)
I like the thematic aspect of the current ability but am not opposed to changes if it keeps the card balanced.

I hesitate to make the ability any longer (it's really wordy as is) but I could remove the "plays to set aside" identifier to prevent that kind of abuse. (though, territory destruction could then be used to abuse this)

You will need to have it protect contents so it can't be targeted by Shrine to Artemis. Making it go to set aside would actually make it easier to abuse it since it couldn't easily be targeted by opponents.

You could give the opponent the choice of which evil character to discard. Instead of "discard an evil character...", "opponent must discard an evil character..."

I had forgotten Shrine could target set aside cards. I'll have to consider that, thanks.

Updated the card image above with the changes people have suggested (and a name change I decided on). The verse no longer fits beneath the special ability (since the card maker doesn't provide the ability to shrink s/a text) but it has the same verse as before.
Any further thoughts? I really like the idea behind the special ability but I want to make sure it's balanced. (I actually specifically chose NOT to give a Hero design I made the ability to directly search for this fortress in an effort to help balance it further)

Browarod, I love the thought process you're putting into this card. Very creative! Just goes to show there are unexplored abilities and interactions remaining in this awesome game :)
My two cents... It's hard for me to imagine the Fiery Furnace as a good fortress, considering it was built by Nebuchadnezzar to murder those that wouldn't bow down to his Great Image. I would argue that it was Daniel & friends' faith in God that saved them when they were thrown in the furnace.
If I was instructed to create a Fiery Furnace card, I'd probably start by making it an evil fortress that helps Babylonians (while also creating a separate White Daniel enhancement to complete the story). Perhaps this:
Fiery Furnace
Evil fortress
"While an idol is in play, OT enhancements used by your Babylonians gain regardless of protection. If your Daniel human hero is harmed by an opponent, you may discard this card to search deck for a Daniel angel and add your Daniel angel to battle instead."
This provides support to Babylonians (as any evil fortress might do). It also provides a one-time powerful effect to support your Daniel heroes. And discarding itself to help Daniel heroes lines up well with the Biblical story; once Daniel & friends were out of the furnace, Nebuchadnezzar acknowledged Daniel's God as the one true God, and therefore stopped using the furnace.

I will admit that it doesn't fit entirely as a good fortress, and I do like your idea for a different ability. I'll mull it over, thanks for the suggestions! :)
